‘Effectiveness evaluation of compliance management system for small and medium-sized enterprises ’ Group Standard (T/CASMES 19-2022) was released by China Association of Small and Medium Enterprises(CASME) on May 23, 2022. This is the first group standard on the effectiveness evaluation of SME compliance management system in China, and an innovative measure in the field of SME compliance construction, which provides a comprehensive and detailed standard for the evaluation method, process and indicators of SME compliance management system. Advance China IP Law Office Lawyers Zeng Minhui, Cheng Keni and Yuan Lu participated in the drafting of the Group Standard.

The Group Standard has been finalized, reviewed, submitted for approval and officially released on May 23,2022. It will be officially implemented on July 1, 2022.
CASME is the leading unit in the drafting of the Group Standard, with the joint participation of China National Institute of Standardization and INTELLIGEAST. The composition of the drafting group covers experts from judicial authorities and experts from well-known domestic universities, standards institutes, scientific research institutions, science and technology enterprises, and law firms, including members of the ISO37301 international standard setting expert group.
The Group Standard establishes the general principles and methods for the effectiveness evaluation of the compliance management system of SMEs, formulates the evaluation mechanism and indicators, clarifies the core elements of the system, and puts forward targeted evaluation standards for SMEs.
In addition, it also establishes different evaluation standards for compliance management systems of medium, small and micro enterprises according to the actual situation during their development process. The Group Standard closely focuses on the actual operation and development, the status quo of compliance construction, the prominent problems, key steps, and scientifically designs evaluation indicators of SMEs, which are exploratory, practical and innovative. In the future, the contents of the Group Standard will further promote the construction of SMEs' compliance management system through evaluation activities.

Cheng Keni
Lawyer Cheng is a professional mediator of IDRRMI (International Dispute Resolution & Risk Management Institute), the mediator of the Guangdong-Hong Kong-Macao Greater Bay Area Intellectual Property Mediation Center and Guangzhou Financial Consumption Dispute Mediation Center, the chief auditor of the IRCA internationally recognized quality management system. She is currently the secretary general of Food, Tourism and Convention Business Professional Committee in Guangzhou Lawyers Association, and the supervisor general of Guangdong Intangible Cultural Heritage Promotion Association, Executive Director of Guangzhou Performing Artists Association, and Director of Guangzhou New Social Stratum People Association. She is a member of the Sports Industry Law Committee of the BELS (Beijing Entertainment Law Society), a mediator of the Guangdong-Hong Kong-Macao Greater Bay Area Intellectual Property Mediation Center, Guangzhou Internet Court, Hainan Provincial Court Diversified Dispute Mediation Center, the ODR platform of the Hainan First Intermediate People's Court, and a standing director of the Guangzhou Artists Association.
